Neverland is a cooperative society formed by a group of street children. Located in Yumenoshima, a Red Area at the corner of Kisara Tatara Town inhabited primarily by refugees and illegal immigrants, its main territory is within the ruins of a derelict shopping mall. Ten years ago, a boy who styled himself "Peter Pan" Mufuu laid claim to this shopping mall and declared it a kingdom for children and children alone.

Mufuu and his comrades cordoned off their territory and successfully defended it from vagrants, opportunists, and even the yakuza until it was widely recognized as independent. Orphaned and abandoned children flocked to its satefy, and lived together without the assistance of adults. They honed unusual skills in order to survive, and many notable Kabuki and Neuro once called Neverland home.

Neverland is well known in the slums as a paradise for children. Naturally, the inhabitants of Neverland would like to share their kingdom with others. Thus, they frequently send out "Messengers" who find suffering children and invite them to Neverland.

Neverland is a peaceful and prosperous community with committees to handle self-defense, financial affairs, food provisioning, and other necessary tasks. It does not have codified rules. When disagreements arise, how to resolve them is generally decided by consensus. Thus, it can be considered a democracy, with leadership roles taken by trusted and generally older children.

There is only one absolute rule in Neverland; those who turn 18 'graduate' and must leave for the outside world. Nevertheless, the graduated do not leave Neverland entirely behind. They have formed a social group called the "Little White Birds," which helps new graduates grow accustomed to outside society and supports Neverland from beyond its crumbling walls, carrying on its spirit of cooperation forevermore.

- Encryption software developed by Neverland in order to preserve their independence. The Tap or PockeTRON this software is installed on gets +2 to its Hack Rating.

(Neverland: Software) Peeping Pete [Buy: -/12] [Hide: 14/0] [Hack: 16] [Slot: Tap]
- A hidden network of backdoors set up on the Web for Neverland's exclusive use. Use with a Move Action. During this Main Process, you get +2 to the Result of <Cybertech> Checks.

(Neverland: Magic Item) Kid Power [Buy: -/20] [Hide: 14/0] [Hack: -] [Slot: Charm]
- A charm in which the supportive wishes of many children are gathered. Use as a Setup Action. You may immediately move 1 Range Step. Limit 1/Act. You cannot acquire this Outfit multiple times.

(Neverland: Food) Recasted [Buy: -/10] [Hide: 15/0] [Hack: -] [Slot: -]
- A calorie bar made of discarded food scavenged by Neverland and carefully sanitized. Use as a Major Action. For the rest of the Act, you get +1 to your Life and Life Control.
