Note: Seal is a new STATUS condition and here are the rules for it.

Seal:
- The target remains in the Pre-Action phase and does not have actions for the remainder of the round.

- The Seal status has no effects of its own, however, it prevents the removal of certain other Bad Statuses, until it is removed first.

- If an effect would remove the [Hinder] [Pursuit] [Decay] or [Rigor] conditions from a character with Seal, then those statuses are immediately re-applied.


- A character must use either a Minor Action or a Major Action to recover from it. Only then can the listed Bad Statuses also be removed.

- Outside of battle, Seal is removed by taking a -1 penalty to Fatigue rolls, or at GM's discretion. (The penalty is left vague, but for my group it became easier to just make it a Fatigue penalty and call it a day, otherwise it is pretty much at the GM discretion).
